Once upon a time in the Maine State House on the corner of Capitol and State Streets, a young man named Robert found his calling. Not knowing it at the time, the actual first encounter with his now wife, Dominique, was in the House Chamber as high schoolers participating in the YMCA Youth in Government program! It wouldn’t be until later when they both attended the University of Maine where their relationship began. Today they serve as the well balanced “his and her” team of Capitol & State, LLC. Having spent over 20 years in Maine’s political community Robert brings his experience inside and out the State House to deliver results for our clients. Dominique, coming from a scientific background, helps keep operations well grounded with sound logic and impeccable attention to detail. Our Team
Robert Caverly, Partner
Robert was born and raised on a dairy farm in Clinton, Maine, where he developed a strong work ethic early in life — showing cows in 4-H, helping with farm chores, and driving tractors at an age his mother would probably rather not have known about. His interest in politics also emerged young. As a first grader, he campaigned enthusiastically for his favorite president, George H. W. Bush. Even though most Clinton Elementary students naturally gravitated toward Bill Clinton, Robert’s early dedication paid off: he lost his classroom by only two votes.
While majoring in Political Science, Rob interned for U.S. Senator Susan Collins and served as a Field Director for a presidential campaign. After graduation, he jumped into the campaign world full-time, working for both local and congressional candidates in Maine and other states.
Rob served as Political Director for the Maine Senate Republicans during the pivotal 2010 cycle, helping elect the first Republican majority in the chamber since 1994. He then transitioned into the State House, serving as Senior Policy Advisor and later Chief of Staff to the Senate President. During this time, he continued to help recruit candidates and oversee senate campaign efforts. Securing 2 more back-to-back Republican majorities — the first time in nearly 40 years.
Rob’s experience in and around the State House has given him deep relationships and extensive knowledge of the legislative process. He has gone on to help organizations and individuals achieve their policy goals in both Augusta and Washington, D.C. His political instincts, strategic approach, and loyalty to his clients form the foundation of the work that Capitol & State provides in both government affairs and campaign management.
And while you’ll usually find him in khakis or dress pants these days, Robert still keeps a pair of work jeans ready for when he’s needed back with the cows — especially during fairs like The Big-E, keeping his farm roots alive and well.
Dominique Caverly, Partner
Growing up in Downeast Maine where opportunities were limited and self-reliance was a necessity — Dominique quickly learned to keep herself busy by exploring new interests and teaching herself new skills. That drive to learn and create has followed her into adulthood and continues to shape the broad range of talents she brings to whatever she puts her mind to.
Like Rob, whose passion for politics began early, Dominique also discovered her calling at a young age. For her, it was animals: caring for them, studying them, educating others about them, and supporting their conservation. Since kindergarten, she dreamed of working with tigers. After completing her degree in Zoology, she fulfilled that dream at a wildlife park in Oregon, where she spent her days alongside cheetahs, tigers, lions, and bears.
Her first “unplanned” career shift came out of what she thought would be just another hobby — Marine Biology. Ultimately completing that second degree opened new doors when Dominique was selected as a NOAA Ernest F. Hollings Scholar. That program sent her to Hawaii to work with Hawaiian monk seals. When she returned home to Maine, she spent more than a decade as a naturalist, educating the public on whale watch cruises. As the small boating business grew, so did her roles, ultimately becoming the manager of an island ferry service. The hands-on experience she gained in small business operations, customer service, personnel management, and logistics added yet another dimension to her portfolio.
Dominique’s next chapter opened when she and Rob decided to establish Capitol & State together. While she did not formally come from the political arena, her adaptability, strong operational sense, and range of skills made her uniquely suited to lead business operations. Known for stepping in wherever needed, Dominique ensures that internal processes run smoothly, systems are efficient, and that the business continues to evolve
Today, Dominique’s passion for animals remains a central part of her life. At home, she maintains large aquariums, cares for furry pets, and watches the wildlife visiting the backyard — a reminder that her love for the natural world continues to shape who she is.
